Can I draw on a CD?
Yes, you can use an off-the-shelf permanent marker, but be careful where you write. The easiest way to label a CD-R is to whip out that permanent marker and write directly on the disc. It’s also a great way to assure that the disc won’t be readable later on.

First, make sure your CDs are clean and dry.
Paint the CDs with a coat of clear gesso.
If you don’t have clear gesso you can use gesso (that isn’t clear) But, your base coat will be opaque and not see-through for your designs.

Any epoxy is adequate (regardless of curing time). White glue & yellow glue shouldn’t work very well because they want to be able to soak into the material. CDs are non-porous. CA works OK but makes the CDs more brittle than they already are.
